maybe your accelerator cable on the carby isn't returning all the way closed when you take your foot of the pedal...

Can you replicate it sitting in the driveway, ie, sit in your car in neutral, rev it a bit, take your foot off the pedal, does it go to 1500? If so, pop the bonnet, get out, then on the carby see if you can push the accelerator cable closed anymore than it is... if you can and that makes it drop to 800/900, maybe try replacing your accelerator return spring with a slighter tighter/stronger one.

Or maybe spray some wd40 or light oil down the cable it might be binding also check its not frayed. Try disconnecting the wires to the auto choke see if that works.
