There are basically two parts of a carb that limit airflow, these being the butterflies, and the main venturis. Some carbs have removable main venturis, with heaps of different sizes available. In the case of webers and dellortos, the venuris are called chokes.
You might find that although the butterflies are the same size as gem carbs, the venturis are larger, I dont think nikki state the size of the venturis on the carbs, but you could try and measure them.
If you think about it this way, a gemini size carb on a 2.3 litre engine would be highly restrictive, and the factory just wouldn't do it.
If the gem carb on the 2.3 wasn't restrictive, then the gem carb would be more than sufficient for a gem engine, buts its not. So from that, it would be safe to assume the 2.3 engine carb is bigger.
