are twin pipes legal on a gemi and will they give me more power if i use two sets off standard pipes/mufflers/resonators with the stock manifold and eventually extractors they would be home made with one pipe from the manifold/extractors into a y joint through two pipes, one on each side

no, and no
why bother???? twin might be legal but a permit will probaly be needed. two sets of standard mufflers etc will give a 0.00001 kw increase i suspect. Just get a good 2inch or 2 1/4 ` exhaust (doesnt have to be mandrel) with one good straight through muffler (redback are good and cheap), and maybe another small one if to loud.

or Action Wreckers in sunderland st derwent park
I recently let them have a tg gem with a good exhaust
pipe and muffler (standard 2") still on it.

Assuming you keep an acceptable ground clearance, It would be legal as it should be under the allowable sound emmisions, but power increase would be minimal. Plus I imagaine twin 1.5" tailpipes wont look real flash, and we all know what a 3" dump looks like welded to a 1.5" pipe, especially when you can see where its been welded!
