If you replace a carby setup with fuel injection, do you need to get an engineers certificate?

Only if it is an aftermarket injection setup, then you need to get an engineers report, incorporating a costly emmisions test.

A OEM efi setup already meets EPA and emmission requirements for the vehicle it was originally fitted to, so if retro fitted to a gem whilst using all the standard sensors and hardware, then it will still be dishing out the same amount of emmisions, and thus comply to the applicable ADR's.
