when u cut doesnt it change spring rate so therefore because the springrate isnt right for the cut spring ur car bounces

More coils=softer spring
So when you take coils out the spring is stiffer, hence very bumpy, bouncy ride. The spring rate goes up when coils are taken out. So yes, thats pretty much right.

isnt it the opposite way around more coils harder spring remove coils causes spring to become softer hence bouncier.

Nope. Stiffer springs have less coils.
Take variable rate springs for example. Where they have the soft first part of the trvel, there are many more coils, and when the spring stiffens up the coils spread out.

Grab a matchstick. Twists it between two fingers either end. Now cut it in half and see how much harder it is to twist. Put simply, a coil spring is just a straight bit of rod bend into a coil.
