the threaded bar just bolts to the bumper, then its bolted to the panel. a bolt on either side of the panel makes it alot more solid

if you look on this picture there is an extra chrome nut on either side, thats where the bars bolted (he could have welded it there but that meant re-chroming the bumper)

on the left side of this picture you can see the threaded bar (sorta)
i must admit, the bumper is rather solid this way, ive sat on it before and has held my weight
