It could physically be done.

Cost might be prohibitive these days.

You would need to make lots of changes to other parts of the car to satisfy an engineer it was suitable for registering.

Because it is allowed to be registered in your state does not mean it can be driven in all states. You might find it defected in another state where the same modifications are not allowed.

No Gene... not so.

I live close to two state borders and the rules are very different as you cross the border. If you drive a car into NSW that cannot be registered there, the police have the power to defect it on the spot. It can then only be moved by a tow truck or on a trailer. They are usually lenient about it but some police are strict. Victoria is less restrictive about car modifications than NSW.
