I read that you have your 16" fan in front of the radiator. From what I have found through research, the setup should be more efficient if sucking through the radiator when mounted on the rear side, as this will allow the air from forward motion of the car to enter the radiator unrestricted by a stationary fan.

You have to watch out for your fan though, as the cheaper 16" fans are designed to be a "helper" fan, and push air. They will pull air when the electrical polarity is reversed, but the orientation of the fan hub and blades means its not its most efficient rotational direction. The more expesive Davies Craig fans come with instructions that say if you are pulling air, mount the fan blades this way, if you are pushing air, mount this way, etc. The price difference is about $100.

To be honest, I bet you will be struggling though to try and mount a 16" fan on the rear of a 3 row core, without hitting the water pump pulley.

Also the fact that you have an inch between your fan and radiator core means that some air will bounce off the core, but I would imaging most would go through.

If you are having cooling problems with your current setup, I bet it is nothing to do with where your fan is. I bet it is another problem, like kinked hose.

Factory gauges are not accurate. Why dont you check what temp your setup is operating at, get a thermo switch, and program it to come on at about 95 degrees, and it should not go over that figure due to the airflow provided by a 16" fan.
